The Footmen

You are a low-ranking biker member of the Rokkaku clan, one of the wealthiest and most powerful 5-Cheung clans that consider downtown Aoyama as their territory. Whether you were raised by biker gangs from a small age or have proven your worth later in life, you are considered a trusted member of the clan and wider organization, giving you both privileges and responsibilities you have to live up to. The Corporate District is part of the clan’s home turf, and you are ostensibly an employee of “Rokkaku Consulting”, a consulting business with branches across the globe that acts as the primary front for your clan’s illicit activities on Konyang.

The Facilities

The 5-Cheung start with 2 key locations in the district under their control; the Office and Spice Hut. The first is where you spawn in, and is considered the local office of Rokkaku Consulting in the area. It is composed of a lobby, a top floor and an underground living quarters, where only clan members are allowed to enter. The Spice Hut is another business front, this one in the form of a vendor restaurant. It is open to the public, and is a decent source of revenue for the clan. Underneath it however is another hideout for the 5-Cheung, hosting an underground clinic for surgery in case something goes horribly wrong. These two are the bastions of 5-Cheung influence in the district, and must be tended to regularly.

The Task

The core objective of any self respecting criminal organization is making a profit. This however needs to be done in a way that does not compromise the harmony in the city, or paint a target on the 5-Cheung’s back as being petty criminals. This means that violence should be avoided whenever possible. Ways to raise money include:

Inviting people into Spice Hut: More customers means more revenue. Scamming: Offer foreigners goods such as alcohol or cigarettes for double the price. Offer to take a picture of them! For a price… Protection money: The Corporate District is your turf, try placing some shops under your protection. Tourist services: Show the Horizon foreigners around your beautiful city! For a price. Community tax: Block off non-central areas and require a “donation to the community” to grant access.

Saving Face

Face is integral to the organization and keeping it high should be a high priority. Even the lowly biker, who is considered more of a “punk” and largely free from the social expectations of proper society should have their limits. Disgraceful behavior reflects not only the member’s quality, but the clan’s. As such, a clear code of conduct should be followed and enforced amongst the clan when dealing with police and outsiders:

  • Try to treat foreigners, police and cooperating civilians with some respect.
  • Killing unaffiliated foreigners is severely prohibited without just cause. Such a hit can only be ordered by the Boss.
  • Physically harming unaffiliated foreigners is prohibited, unless they are actively meddling in 5-Cheung business or trespassing, or if reasonable commands are not being followed.
  • Do not commit petty crime against foreigners in the safe, public areas. If they get mugged on your turf for no reason, why should they ever come back?
  • Do not conduct illicit business in public, busy central areas. Be discreet.
  • Do not antagonize the police.
  • Do not flash or carry weapons in public unless you mean to use them. It is illegal.
  • If the police are clearly having trouble containing a situation threatening the peace in the city, help them.

The Executive

You are the local boss of 5-Cheung’s activities in the Corporate District, a member of the clan’s middle management with elevated responsibilities and oversight over the actions of the lower ranks. But unlike them, you are a professional businessperson, a flagship manager of Rokkaku Consulting and a sharp dresser. Pursue the interests of your clan, expand your influence and become known in your community, all while keeping an eye on the police and forging mutually beneficial agreements for the maintenance of peace and harmony in the city.

  • Keep your people in line. It is up to you to enforce the code of conduct.
  • Organize meetings. You can use your fancy top floor office to woo the police, shop owners and others into beneficial deals.
  • Throw the cops a bone. If a situation turns awry and your men are to blame, give up one of your low-ranking thugs into custody, while assuring them that it’s not going to be permanent. This happens all the time to protect the clan at large, or when the police get aggressive.
  • Try to negotiate the release of your members, if they have been arrested for something minor.
  • Stay in your lane. Just because you are some big-shot executive, you know better than acting arrogantly. You don’t own the city, and your superiors won’t back you up if you raise too many eyebrows.
