|Article =  UTHMA, PERSEPOLIS (GST) - Earlier today the prime minister signed the controversial Elyran Security Act (ESA) into law. Championed by MoA Aydan Gökay of the EPP, the Act imposes harsh penalties for noncitizens convicted of a felony in Elyran space and increases funding for police agencies across the Republic. While criticized by immigrant rights groups, polling by the ENN indicates the ESA has support across Elyra.
The ESA calls for the government to begin deportation proceedings for any noncitizen convicted of a felony offense. If this is not possible, such as in the case of Dominian refugees, the convicted person is to be held in prison until a suitable third party country can be found. MoA Said Malik (MDC - NEW SUEZ) called this compromise a “bandage on a gaping wound” and claimed the ESA goes against Elyran principles of human rights. MoA Gökay referred to this compromise as a necessary measure to ensure the effectiveness of the procedure.

|Article =    U NUZHEID, AEMAQ (GST) - Earlier today the Mahammad Aydamir Chemical Plant was seized by non-citizen person rioters previously employed by the plant. Rioters armed themselves with a variety of industrial equipment used in the chemical industry and have demanded the government reverse the Elyran Security Act and cease the deportation of noncitizen criminals to third parties. The Elyran employees of the MACP were able to flee the facility with assistance from a nearby off-duty police officer and the plant’s security guard staff, and the Nuzheid Police Department has established a cordon of the plant with a negotiation team. The singular hostage held by the rioters, a chemical engineer surveying the lower levels, was released shortly after the cordon was established and delivered a copy of the rioters’ manifesto to police given to her by their leader.
Chief Hakim Abbas, NPD, stated the plant seizure is a major security concern for the floating city due to it containing large amounts of highly volatile phoron and other chemicals which pose a risk to public safety, and has requested support from the EAF to secure the area and contain any possible explosion. National Guard troops in the city have already been activated and are working with the NPD to prevent any further escalation by the rioters. Admiral Zubair el-Yamin has stated the Ministry of Defense will take, “any means necessary,” to restore order in the plant from the rioters.
The rioters are believed to be former employees of the chemical plant. Little information is available about their identities, and Chief Abbas has stated the NPD is working with the Special Threat Section to determine if foreign intelligence services have any links to the rioters. Municipal authorities in Nuzheid have declared a state of emergency and evacuated a two kilometer radius surrounding the plant, temporarily disabling much of the city’s chemical production. Many private citizens have opted to leave the floating city temporarily due to risk of an explosion at the MACP, with Jewel Starlines reporting it has redirected more flights to handle the increased volume of travel.

This report has dramatically changed from the IGL’s 2466 report, with the Alliance moving from a hybrid authoritarian regime to a flawed democracy. The IGL cites ongoing corruption in major Solarian states such as Silversun and New Hai Phong and the potential for future military intervention in its democratic process as the reason for the Alliance’s flawed rating. The Coalition has seen no major changes: Xanu and Assunzione remain full democracies, Konyang and Himeo flawed democracies, and both Gadpathur and Galatea being authoritarian regimes. The Federal Technocracy has filed an official complaint with the government of the All-Xanu Republic against the IGL over its rating, citing it as potentially damaging to interstellar trade and its domestic tourism industry.
Abroad, Biesel remains a flawed democracy due to issues in the Corporate Reconstruction Zone and with non-human voting. Despite rumors, Biesel’s rating was not downgraded to a hybrid regime by the IGL, though it has become the lowest ranked flawed democracy on the Index following the demotion of the Republic of Elyra to a hybrid regime from a flawed democracy. A spokesperson for the IGL cited Elyra’s oppression of non-citizen workers as the reason for its demotion, describing the country as, “an exclusionary society.” The Empire of Dominia remains the lowest-scoring human state on the Index, scoring a 2.87 out of a maximum of 10.

|Article =    NUZHEID, AEMAQ (GST) - 72 hours have passed since the seizure of the Mahammad Aydamir Chemical Plant without a resolution. Security forces continue to maintain their cordon and NPD Chief Abbas had advised, in a press conference earlier today, that progress has been made in breaking the rioters’ hold on the plant. However, Chief Abbas stated negotiations may take several more days and the rioters have likely stockpiled supplies in anticipation of trying to “wait out” government authorities.
Admiral el-Yamin countered by stating if the rioters have stockpiled supplies, they may have also stockpiled weapons and explosives to destroy the chemical plant. National Guard and regular Army troops have joined the existing police cordon and specialist chemical troops have been deployed in the unlikely event of a major detonation at the site. Residents of Nuzheid have spent much of the past three days in a state of panic and shock at the prospect of their city being at risk of a major chemical disaster. Information obtained from the city’s government has revealed a worst case scenario explosion may contaminate up to half of the city.
“It’s insane,” said Latef Salam, insurance salesman. “Things like this, you hear about them happening in Biesel, but here? We have the National Guard in the street handing out gas masks! Is this what the NCPs want? For us to live in terror?”
Municipal authorities in Nuzheid have ordered an evacuation of all residents in a four kilometer radius of the plant and have announced a fund to cover temporary citizen relocations during the ongoing state of emergency. Some are calling the MACP siege the greatest crisis the Republic has faced since the vaurca invasion.

First Speaker Marja-Leena Helminen has indicated her government intends to pursue an expulsion of the Elyran ambassador to Himeo in response to, “grievous wrongs committed by the Elyran state against its people.” Himeo’s announcement makes it the first major Coalition government to formally denounce the Elyran government for its handling of a strike in its chemical industry, which some have called a massacre waiting to happen.
During the voting session Himean politician Oskar Ljungberg, leader of the radical National Himean Worker’s Vanguard, called on the Himean government to send military aid to non-citizen Elyran workers and threatened he would, “find any means to carry out our goal of ensuring the rights of workers everywhere,” if his motion was denied. Ljungberg received cheers from members of his party and boos from other parties, who shouted Ljungberg down as a provocateur uninterested in the plight of Elyran workers.
The Elyran embassy in the All-Xanu Republic issued an official statement condemning Himeo’s actions and accusing it of meddling in Elyran national affairs. Polling conducted by the XNS across Xanu has shown strong disapproval of Elyra’s recent actions by most Xanans, with Himean-Xanans showing the highest disapproval rating at 93%. Members of the All-Xanu Socialist Union and Popular Democratic Party have called upon the Republic to issue an official condemnation of Elyra’s actions. The Office of the President has advised the matter is being taken, “under consideration,” by President Afzal. However, the Assembly may be able to force through a condemnation with sufficient votes.
Stocks in both Kulkarni and on Callisto’s exchanges closed lower following Himeo’s announcement as the interstellar business community braced for lower levels of Coalition-Elyra trade in the event of worsening relations.

“Continuing news from the city of Nuzheid on the Elyran colony of Aemaq, where striking workers have seized control over the Mahammad Aydamir Chemical Plant, a major industrial complex responsible for some of Aemaq’s phoron production. Earlier this week the Department of State evacuated its staff from the city and issued a notice that all Solarians should depart as soon as they are able. As our correspondent, Cèline Eylenbosch, was denied entry to the Elyran Republic, I am joined now by Professor Alexandria Chan, who teaches chemistry at the Commonwealth University of Adlinda. Professor Chan, thank you for coming onto the program.”
Chan nods politely. “Thank you for having me.”
“Now, professor, what can you tell us about this facility? Should we be concerned about a potential disaster? Is this an overreaction by the Department of State?”
“I don’t believe it is, Harold. As you and your audience likely know, phoron is an extremely volatile compound in a gaseous state, similar to fossil fuel vapors when that fuel was common in the 20th and 21st century. The, ah, this chemical plant likely has most of its phoron sitting in an unrefined but liquid state, though we can’t rule out the possibility it has solid photon storage.”
“Presumably coming from either Medina or Persepolis, the capital world?” MacMillan interjects.
"That’s correct. Both planets are home to significant deposits of phoron’s solid form, known sometimes as ‘crystalline’ phoron. Specialists in phoronics have long considered these to be the largest practical deposits outside of the Alliance, which controlled most phoron deposits until very recently.”
“And what would we expect to see if an explosion at the plant happened?”
“Initially, assuming you were far enough from the blast to survive it and its shockwave, you would first hear and then feel the blast. Windows would be shaken or blown out by the shockwave, people outside may be flung or seriously injured, but you wouldn’t immediately see phoronic contamination. We’ve seen phoron facilities explode before, primarily on D’Anzin during the civil war, and the smoke from them is generally tinged with purple as are any fires, though these generally take on a purple-orange tint.”
“What should Solarians in Nuzheid do?”
Chan ponders the question for a second before speaking. “I believe the best thing you can do in this situation is to evacuate the area. Phoron contamination can be very deadly, Harold. Look at what’s happening on Mars.”
MacMillan, looking a bit concerned, nods his head. “Thank you for your time, Professor Chan.”
“Thank you for having me,” Chan nods politely.
“Viewers, that was Professor Alexandria Chan. The State of Sol will be right back after a short commercial break, so stay tuned.”
MacMillan points at the camera as the view of the studio fades out and into a regular commercial break.

|Article =      NUZHEID, AEMAQ (GST) - Encouraging news has finally arrived from Aemaq following the seizure of the Mahammad Aydamir Chemical Plant from the rioters who have been in control of the facility for the past four days. Late yesterday negotiations between the Nuzheid Police Department and the rioters broke down, and the local EAF commander, Colonel Aiyla Nabi, took over the perimeter. Shortly afterwards a local power company reported a spike in energy usage by the MACP, a likely indication the rioters — officially declared terrorists by the Ministry of Internal Affairs following the incident — were attempting to critically overload phoron processing centrifuges in the facility.
Acting quickly, National Guard and Army troops under Colonel Nabi stormed the facility with assistance from NPD riot police officers, rapidly seizing control over the facility with minimal casualties before the terrorists could cause a massive explosion which may have destroyed most of the floating city, potentially crippling g Aemaq’s chemical production for years to come. Ninety after the assault began, National Guard troops with the 15th Infantry Regiment raised the Aemaqii flag over the facility’s control tower, signaling the plant had been fully retaken and terrorist forces had been eliminated. Official casualties stand at 22 injured, five severely,  for government forces; and 98 detained, 12 killed for the terrorist force that seized control of the plant. Recovered from the plant was an assortment of improvised weaponry, 22 firearms, and five high-yield explosives likely intended to be used in the facility’s destruction.
EAF and police forces are currently in the process of sweeping the plant for any hidden terrorists or concealed explosives. Residents of Nuzheid are expected to be able to return to the floating city tomorrow after the all-clear is given. Admiral el-Yamin, Minister of Defense, started he is impressed at the quick thinking and professionalism displayed by Colonel Nabi and her troops, stating the EAF’s ability to rapidly respond to a crisis situation is owed to lessons learned during the vaurca invasion.

|Article =        UNITY STATION (GST) - The Office of the Prime Minister has issued an official Solarian government statement condemning the Republic of Elyra for its response to protests in its fuel industry. Describing the Elyran response as, “an unacceptable violation of human dignity,” Prime Minister Strom condemned the Elyran state as, “sliding into the same authoritarianism we have so recently escaped,” and called on other members of the galactic community to join the Alliance in condemning Elyra’s response in an address to the assembled Senate.
Shadow President Renaud has led a senatorial effort to officially sanction Elyran phoron exports in response to the suppression of Nuzheid labor protests, and has been joined by several members of the SPP’s factions along with SPDP and SPP senators. Senatorial President Sumida and the SFP, alongside other members of both SPP factions and the CPASSN,  have called for sanctions on Elyran political, business, and military leaders instead, citing the Republic of Elyra as one of the only practical non-Tau Cetite sources of phoron. Negotiations may take weeks to resolve as neither faction has enough votes for a supermajority due to the SPP’s split and the CPASSN acting as a spoiler. Senator Pavlov (PLU), CPASSN leading senator, advised his party had chosen to back Sen. Sumida’s proposition due to it directly targeting leading figures of the Elyran system and stated he expects, “full backing,” from his party members.
Polls conducted by the SANN indicate there is widespread support for action against Elyra for its response to the protests, with 76% of respondents favoring some level of response and 34% favoring a “very harsh” economic response. Abroad, Coalition states have already moved to condemn Elyran for its actions.

|Article =      RAUTAKAIVOS KAUPUNKI, HIMEO (GST) - The violent confrontation between the Elyran government and protesting “Non-Citizen Persons” on the world of Aemaq has once again been thrust into the public consciousness, as a shocking new report reveals an account of the Nuzheid crisis that contradicts the official narrative out of Persepolis.
The report, published by the Himean Interstellar Labor Relations syndicate, draws upon eyewitness testimony, leaked Elyran government after-action reports, and footage captured of the confrontation as it happened to rebuke the claims of the Elyran administration. Contrary to official statistics, the number of protesters killed is claimed to be at least double the figure given by the authorities, while also suggesting the quantity of wounded protesters has been inflated to cover up the true death toll of the crisis.
Most shocking of all is footage apparently acquired from an ENN camera team that went unaired, which seemingly captured a group of unarmed protesters attempting to leave the facility during the height of the assault before being suddenly gunned down by a squad of Elyran National Guardsmen.
The following is the clip presented by the syndicate in its entirety; viewer discretion is advised, as it contains graphic content.
The footage opens with a broad view of the Mahammad Aydamir Chemical Plant, draped in the exotic colors of the Aemaqii skyline. The muddy purples, browns, and oranges resulting from the interplay of the planet’s starlight with the alien atmosphere lends the image an ominous, otherworldly feeling. Briefly someone appears to walk in front of the camera, before it begins to zoom in on the facility and the surrounding cordon.
It is clearly late into the crisis, as the responsibility for perimeter security has been taken over by the EAF, with Aemaqii police taking a reserve posture. The Elyran armed forces units present are a diverse mixture of regulars, specialist personnel, and national guardsmen, who appear to be responsible for holding the cordon while regular forces begin to move in.
The camera pans over to show a squad of the Elyran Army in the process of attaching a breaching charge to a secondary entrance. A moment later, several explosions ring out, as the squad of infantrymen alongside a number of other entry teams begin their assault. Gunshots are audible, with staccatos of automatic fire nearly incessant for the first few moments of the assault. Smoke billows from several access points and windows, and flashes from firearms and concussion grenades alike are oftentimes visible.
After several minutes of footage, the intensity of the fighting within the building appears to wind down, but it doesn’t cease. At some point, a fire appears to have been ignited from within the facility, apparently within the primary lobby atrium. Thick clouds of black smoke pour out of the front entrance, and the camera seems to focus on the opaque clouds billowing from the building, framed by the facility’s front edifice.
Unexpectedly, a group of people emerge from the smoke - they are clearly workers at the facility, wearing protective gear and their work uniforms. A few of them appear injured, wrapped in bandages or showing signs of burns. At the front of the group is a man in a fire-retardant jumpsuit, wearing a gas mask and holding a fire axe. As he stumbles forward, he twists around to usher forward the others, pointing in the direction of the cordon with his axe.
Just as he lifts his arm, another staccato of automatic fire rings out, and the man at the front of the group crumples down to the ground limp. The opening salvo seems to invite further fire, as several other weapons firing become audible. The entire exchange lasts only a few seconds, and by the end of it, a half dozen people lie dead, piled almost in a heap directly outside of the front entryway to the chemical plant.
The audio suddenly cuts out, but the footage continues rolling, as the camera frantically pans to the cordon in an attempt to locate the shooters. After several seconds of shaky searching, the footage zooms in on a squad of national guardsmen positioned to hold the main approach to the facility. One of them, a paunchy older man with a light machine gun and an ashen look on his face, appears to be in an animated conversation with a woman in an Elyran Army officer’s uniform, with the machine gunner pointing towards the pile of bodies. Several other national guardsmen are briefly visible, in various states of confusion and surprise, before the video comes to an abrupt end.
The Elyran foreign ministry has denounced the report as fabricated propaganda meant to undermine its security. Internally, it appears the government censor’s office has moved to suppress the story, with attempts to access the report from within Elyran territory leading to connection failures.

|Article =          UTHMA, PERSEPOLIS (GST) - Having been proposed weeks ago by MP (EPP) Gökay and finally floored today after several rounds of revision, the Elyran People’s Party’s Non-Citizen Substance Control Act has passed with a vote mostly along party lines. The EPP, Muslim Democratic Conference, and Republican Revolutionary Party have all unanimously backed the proposal, with only the League of United Republicans voting against it, though several members of the LUR broke from party ranks with votes of abstention or support.
The bill, which restricts Non-Citizen Persons from purchasing alcohol, other legal recreational substances, and certain precursors to commonly abused illicit drugs, is meant to decrease the rates of NCP-caused workplace incidents and to suppress crime, which has skyrocketed among Non-Citizens over the past two years. It also includes penalties for those citizens found to be selling banned substances to NCPs, including fines and even jail time.
When pressed for comment about the success of the motion to codify the act into law, Representative Gökay had this to say to ENN reporters:
“This act is a huge victory for all Elyran citizens, who for far too long have had to tolerate absolutely unacceptable behavior from the Non-Citizen populace. Hooliganism, petty crime, rioting, pure laziness – we invite these people into our country, give them work, and this is what they give us in return. Now that’s changing; they come here for employment, not to party, and that’s what they should be doing. If they lack the self control to manage their vices, the Republic will have to do what is necessary to correct this.”
Enforcement of the act is set to begin effective immediately, with the government ordering all licensed liquor vendors in the nation to immediately cease sales to NCPs and for the police to begin actively monitoring NCP communities for illicit substance use or manufacture.

|Article =          UNITY STATION, EARTH (GST) - Deadlock over the Nuzheid Act has been resolved by the Senate following a compromise between it and the opposing Sultan Act, which primarily dealt with Elyran economic and political leaders. Under the Nuzheid Act all imports from Elyra are subject to an incense 45% tariff, the highest imposed by the Alliance since a 100% tariff against Biesel was lifted in 2460, and accounts held in the Alliance by prominent Elyran military, economic, and political leaders are to be frozen until further notice. Sen. Pres. Sumida (SFP-LUNA) led the push to pass the Act following news of attacks by Elyran Navy ships on independent vessels.
Describing the actions of the Elyrans as, “no better than piracy,” Sumida officially declared the measure as passed. PM Strom is expected to sign the Nuzheid Act into law and there is broad support in the Alliance for retaliation against Elyra following its actions against striking workers last year and the subsequent naval incident in January of this year, with 74% of respondents favoring some level of tariffs, roughly the same level as in December 2468.

|Article =            UTHMA, PERSEPOLIS (GST) – Following recent events and instability in the border regions, the Ministry of Defense and War has continued the elevated readiness level of all nearby military forces. Additionally, a new draft has been instated for human Non-Citizen Persons – a mandatory draft lottery of ten years in the Elyran Armed Force for one third of all Non-Citizen Persons below 35 years of age and above 20 years of age, with citizenship awarded at the end of the term of service, following a much more streamlined citizenship test. Non-Citizen Persons of the ages of 18 and 19, and those aged 35 to 50 are given orders to not leave during the duration of the elevated readiness.
This measure has proven popular in Persepolis, but protests and riots have broken out on worlds with large non-citizen person populations such as Medina, New Suez and Aemaq. Security forces are working alongside the National Guard to quell ongoing noncitizen rioting in the areas.
UPDATE 0300 GST: At the time of this update, major riots are still present on Medina and Aemaq, with heavy damage reported to major phoron mining depots and guilds. The Ministry of Internal Affairs has deployed Special Threat Section units to both worlds in an effort to bring stability to the worlds, “before our enemies can take advantage of any weakness.”
Domestically, the Citizenship Draft is a popular solution among Elyrans. Most (74%) approve of the measure, citing insecurity in the border and increasing aggression by the Empire of Dominia as their top reasons for support. The Elyran Armed Forces (EAF) has welcomed the projected influx of manpower, with high-ranking sources citing the cuts to the military following the Solarian Civil War as, “a key part of the reason why our great military military has decayed, and why Moroz feels emboldened.” Manpower shortages have been a documented, and ongoing, serious problem for the EAF for a decade, with enlistment reaching a historical low as of 2466 but rising during 2467. The Ministry reports that as such, all Non-Citizen Persons enlisted as part of the draft will participate in specific units sent to reinforce the theatres that are most in need. The MDW has specified NCP units will be led by Elyran officers to ensure effectiveness in the field, and assured the public no citizens will be assigned to these units.
The MDW has predicted this draft will increase the size of the Armed Forces to the largest since the immediate aftermath of the invasion of Bursa, where reservist call-ups temporarily increased the military significantly. The Ministry of Economics, Revenue, and Commerce has advised it is, “immediately able and ready,” to finance an enlarged military.

Elyran Security Act Signed into Law

UTHMA, PERSEPOLIS (GST) - Earlier today the prime minister signed the controversial Elyran Security Act (ESA) into law. Championed by MoA Aydan Gökay of the EPP, the Act imposes harsh penalties for noncitizens convicted of a felony in Elyran space and increases funding for police agencies across the Republic. While criticized by immigrant rights groups, polling by the ENN indicates the ESA has support across Elyra.

The ESA calls for the government to begin deportation proceedings for any noncitizen convicted of a felony offense. If this is not possible, such as in the case of Dominian refugees, the convicted person is to be held in prison until a suitable third party country can be found. MoA Said Malik (MDC - NEW SUEZ) called this compromise a “bandage on a gaping wound” and claimed the ESA goes against Elyran principles of human rights. MoA Gökay referred to this compromise as a necessary measure to ensure the effectiveness of the procedure.

Non-Citizen Riot on Aemaq Seizes Major Chemical Plant

U NUZHEID, AEMAQ (GST) - Earlier today the Mahammad Aydamir Chemical Plant was seized by non-citizen person rioters previously employed by the plant. Rioters armed themselves with a variety of industrial equipment used in the chemical industry and have demanded the government reverse the Elyran Security Act and cease the deportation of noncitizen criminals to third parties. The Elyran employees of the MACP were able to flee the facility with assistance from a nearby off-duty police officer and the plant’s security guard staff, and the Nuzheid Police Department has established a cordon of the plant with a negotiation team. The singular hostage held by the rioters, a chemical engineer surveying the lower levels, was released shortly after the cordon was established and delivered a copy of the rioters’ manifesto to police given to her by their leader.

Chief Hakim Abbas, NPD, stated the plant seizure is a major security concern for the floating city due to it containing large amounts of highly volatile phoron and other chemicals which pose a risk to public safety, and has requested support from the EAF to secure the area and contain any possible explosion. National Guard troops in the city have already been activated and are working with the NPD to prevent any further escalation by the rioters. Admiral Zubair el-Yamin has stated the Ministry of Defense will take, “any means necessary,” to restore order in the plant from the rioters.

The rioters are believed to be former employees of the chemical plant. Little information is available about their identities, and Chief Abbas has stated the NPD is working with the Special Threat Section to determine if foreign intelligence services have any links to the rioters. Municipal authorities in Nuzheid have declared a state of emergency and evacuated a two kilometer radius surrounding the plant, temporarily disabling much of the city’s chemical production. Many private citizens have opted to leave the floating city temporarily due to risk of an explosion at the MACP, with Jewel Starlines reporting it has redirected more flights to handle the increased volume of travel.

NOUVELLE-ROCHELLE, XANU (GST) - The Institute for a Free Galaxy (IGL) has released its yearly report on democracy across the Orion Spur, the Index of Interstellar Democracy. This report has dramatically changed from the IGL’s 2466 report, with the Alliance moving from a hybrid authoritarian regime to a flawed democracy. The IGL cites ongoing corruption in major Solarian states such as Silversun and New Hai Phong and the potential for future military intervention in its democratic process as the reason for the Alliance’s flawed rating. The Coalition has seen no major changes: Xanu and Assunzione remain full democracies, Konyang and Himeo flawed democracies, and both Gadpathur and Galatea being authoritarian regimes. The Federal Technocracy has filed an official complaint with the government of the All-Xanu Republic against the IGL over its rating, citing it as potentially damaging to interstellar trade and its domestic tourism industry.

Abroad, Biesel remains a flawed democracy due to issues in the Corporate Reconstruction Zone and with non-human voting. Despite rumors, Biesel’s rating was not downgraded to a hybrid regime by the IGL, though it has become the lowest ranked flawed democracy on the Index following the demotion of the Republic of Elyra to a hybrid regime from a flawed democracy. A spokesperson for the IGL cited Elyra’s oppression of non-citizen workers as the reason for its demotion, describing the country as, “an exclusionary society.” The Empire of Dominia remains the lowest-scoring human state on the Index, scoring a 2.87 out of a maximum of 10.

Chemical Plant Siege Enters Third Day

NUZHEID, AEMAQ (GST) - 72 hours have passed since the seizure of the Mahammad Aydamir Chemical Plant without a resolution. Security forces continue to maintain their cordon and NPD Chief Abbas had advised, in a press conference earlier today, that progress has been made in breaking the rioters’ hold on the plant. However, Chief Abbas stated negotiations may take several more days and the rioters have likely stockpiled supplies in anticipation of trying to “wait out” government authorities.

Admiral el-Yamin countered by stating if the rioters have stockpiled supplies, they may have also stockpiled weapons and explosives to destroy the chemical plant. National Guard and regular Army troops have joined the existing police cordon and specialist chemical troops have been deployed in the unlikely event of a major detonation at the site. Residents of Nuzheid have spent much of the past three days in a state of panic and shock at the prospect of their city being at risk of a major chemical disaster. Information obtained from the city’s government has revealed a worst case scenario explosion may contaminate up to half of the city.

“It’s insane,” said Latef Salam, insurance salesman. “Things like this, you hear about them happening in Biesel, but here? We have the National Guard in the street handing out gas masks! Is this what the NCPs want? For us to live in terror?”

Municipal authorities in Nuzheid have ordered an evacuation of all residents in a four kilometer radius of the plant and have announced a fund to cover temporary citizen relocations during the ongoing state of emergency. Some are calling the MACP siege the greatest crisis the Republic has faced since the vaurca invasion.

RAUTAKAIVOS KAUPUNKI, HIMEO (GST) - In a vote by its assembly, the Council of Himeo, today, the United Syndicates has opted to close its embassy in the Serene Republic of Elyra in response to the expulsion of Himeo’s ambassador to Elyra. First Speaker Marja-Leena Helminen has indicated her government intends to pursue an expulsion of the Elyran ambassador to Himeo in response to, “grievous wrongs committed by the Elyran state against its people.” Himeo’s announcement makes it the first major Coalition government to formally denounce the Elyran government for its handling of a strike in its chemical industry, which some have called a massacre waiting to happen.

During the voting session Himean politician Oskar Ljungberg, leader of the radical National Himean Worker’s Vanguard, called on the Himean government to send military aid to non-citizen Elyran workers and threatened he would, “find any means to carry out our goal of ensuring the rights of workers everywhere,” if his motion was denied. Ljungberg received cheers from members of his party and boos from other parties, who shouted Ljungberg down as a provocateur uninterested in the plight of Elyran workers.

The Elyran embassy in the All-Xanu Republic issued an official statement condemning Himeo’s actions and accusing it of meddling in Elyran national affairs. Polling conducted by the XNS across Xanu has shown strong disapproval of Elyra’s recent actions by most Xanans, with Himean-Xanans showing the highest disapproval rating at 93%. Members of the All-Xanu Socialist Union and Popular Democratic Party have called upon the Republic to issue an official condemnation of Elyra’s actions. The Office of the President has advised the matter is being taken, “under consideration,” by President Afzal. However, the Assembly may be able to force through a condemnation with sufficient votes.

Stocks in both Kulkarni and on Callisto’s exchanges closed lower following Himeo’s announcement as the interstellar business community braced for lower levels of Coalition-Elyra trade in the event of worsening relations.

The camera zooms in on the unmistakable face of Harold MacMillan, host of the State of Sol. He gives the camera a confident nod and puts down a few papers he was holding, then begins to speak.  Across from him is an older woman in a well-maintained suit and sweater with eye augmentations in place of what should rightfully be glasses.

“Continuing news from the city of Nuzheid on the Elyran colony of Aemaq, where striking workers have seized control over the Mahammad Aydamir Chemical Plant, a major industrial complex responsible for some of Aemaq’s phoron production. Earlier this week the Department of State evacuated its staff from the city and issued a notice that all Solarians should depart as soon as they are able. As our correspondent, Cèline Eylenbosch, was denied entry to the Elyran Republic, I am joined now by Professor Alexandria Chan, who teaches chemistry at the Commonwealth University of Adlinda. Professor Chan, thank you for coming onto the program.”

Chan nods politely. “Thank you for having me.”

“Now, professor, what can you tell us about this facility? Should we be concerned about a potential disaster? Is this an overreaction by the Department of State?”

“I don’t believe it is, Harold. As you and your audience likely know, phoron is an extremely volatile compound in a gaseous state, similar to fossil fuel vapors when that fuel was common in the 20th and 21st century. The, ah, this chemical plant likely has most of its phoron sitting in an unrefined but liquid state, though we can’t rule out the possibility it has solid photon storage.”

“Presumably coming from either Medina or Persepolis, the capital world?” MacMillan interjects.

"That’s correct. Both planets are home to significant deposits of phoron’s solid form, known sometimes as ‘crystalline’ phoron. Specialists in phoronics have long considered these to be the largest practical deposits outside of the Alliance, which controlled most phoron deposits until very recently.”

“And what would we expect to see if an explosion at the plant happened?”

“Initially, assuming you were far enough from the blast to survive it and its shockwave, you would first hear and then feel the blast. Windows would be shaken or blown out by the shockwave, people outside may be flung or seriously injured, but you wouldn’t immediately see phoronic contamination. We’ve seen phoron facilities explode before, primarily on D’Anzin during the civil war, and the smoke from them is generally tinged with purple as are any fires, though these generally take on a purple-orange tint.”

“What should Solarians in Nuzheid do?”

Chan ponders the question for a second before speaking. “I believe the best thing you can do in this situation is to evacuate the area. Phoron contamination can be very deadly, Harold. Look at what’s happening on Mars.”

MacMillan, looking a bit concerned, nods his head. “Thank you for your time, Professor Chan.”

“Thank you for having me,” Chan nods politely.

“Viewers, that was Professor Alexandria Chan. The State of Sol will be right back after a short commercial break, so stay tuned.”

MacMillan points at the camera as the view of the studio fades out and into a regular commercial break.

VICTORY AT LAST! ARMY SEIZES CHEMICAL PLANT FROM TERRORISTS

NUZHEID, AEMAQ (GST) - Encouraging news has finally arrived from Aemaq following the seizure of the Mahammad Aydamir Chemical Plant from the rioters who have been in control of the facility for the past four days. Late yesterday negotiations between the Nuzheid Police Department and the rioters broke down, and the local EAF commander, Colonel Aiyla Nabi, took over the perimeter. Shortly afterwards a local power company reported a spike in energy usage by the MACP, a likely indication the rioters — officially declared terrorists by the Ministry of Internal Affairs following the incident — were attempting to critically overload phoron processing centrifuges in the facility.

Acting quickly, National Guard and Army troops under Colonel Nabi stormed the facility with assistance from NPD riot police officers, rapidly seizing control over the facility with minimal casualties before the terrorists could cause a massive explosion which may have destroyed most of the floating city, potentially crippling g Aemaq’s chemical production for years to come. Ninety after the assault began, National Guard troops with the 15th Infantry Regiment raised the Aemaqii flag over the facility’s control tower, signaling the plant had been fully retaken and terrorist forces had been eliminated. Official casualties stand at 22 injured, five severely, for government forces; and 98 detained, 12 killed for the terrorist force that seized control of the plant. Recovered from the plant was an assortment of improvised weaponry, 22 firearms, and five high-yield explosives likely intended to be used in the facility’s destruction.

EAF and police forces are currently in the process of sweeping the plant for any hidden terrorists or concealed explosives. Residents of Nuzheid are expected to be able to return to the floating city tomorrow after the all-clear is given. Admiral el-Yamin, Minister of Defense, started he is impressed at the quick thinking and professionalism displayed by Colonel Nabi and her troops, stating the EAF’s ability to rapidly respond to a crisis situation is owed to lessons learned during the vaurca invasion.

UNITY STATION (GST) - The Office of the Prime Minister has issued an official Solarian government statement condemning the Republic of Elyra for its response to protests in its fuel industry. Describing the Elyran response as, “an unacceptable violation of human dignity,” Prime Minister Strom condemned the Elyran state as, “sliding into the same authoritarianism we have so recently escaped,” and called on other members of the galactic community to join the Alliance in condemning Elyra’s response in an address to the assembled Senate.

Shadow President Renaud has led a senatorial effort to officially sanction Elyran phoron exports in response to the suppression of Nuzheid labor protests, and has been joined by several members of the SPP’s factions along with SPDP and SPP senators. Senatorial President Sumida and the SFP, alongside other members of both SPP factions and the CPASSN, have called for sanctions on Elyran political, business, and military leaders instead, citing the Republic of Elyra as one of the only practical non-Tau Cetite sources of phoron. Negotiations may take weeks to resolve as neither faction has enough votes for a supermajority due to the SPP’s split and the CPASSN acting as a spoiler. Senator Pavlov (PLU), CPASSN leading senator, advised his party had chosen to back Sen. Sumida’s proposition due to it directly targeting leading figures of the Elyran system and stated he expects, “full backing,” from his party members.

Polls conducted by the SANN indicate there is widespread support for action against Elyra for its response to the protests, with 76% of respondents favoring some level of response and 34% favoring a “very harsh” economic response. Abroad, Coalition states have already moved to condemn Elyran for its actions.

RAUTAKAIVOS KAUPUNKI, HIMEO (GST) - The violent confrontation between the Elyran government and protesting “Non-Citizen Persons” on the world of Aemaq has once again been thrust into the public consciousness, as a shocking new report reveals an account of the Nuzheid crisis that contradicts the official narrative out of Persepolis.

The report, published by the Himean Interstellar Labor Relations syndicate, draws upon eyewitness testimony, leaked Elyran government after-action reports, and footage captured of the confrontation as it happened to rebuke the claims of the Elyran administration. Contrary to official statistics, the number of protesters killed is claimed to be at least double the figure given by the authorities, while also suggesting the quantity of wounded protesters has been inflated to cover up the true death toll of the crisis.

Most shocking of all is footage apparently acquired from an ENN camera team that went unaired, which seemingly captured a group of unarmed protesters attempting to leave the facility during the height of the assault before being suddenly gunned down by a squad of Elyran National Guardsmen.

The following is the clip presented by the syndicate in its entirety; viewer discretion is advised, as it contains graphic content.

The footage opens with a broad view of the Mahammad Aydamir Chemical Plant, draped in the exotic colors of the Aemaqii skyline. The muddy purples, browns, and oranges resulting from the interplay of the planet’s starlight with the alien atmosphere lends the image an ominous, otherworldly feeling. Briefly someone appears to walk in front of the camera, before it begins to zoom in on the facility and the surrounding cordon.

It is clearly late into the crisis, as the responsibility for perimeter security has been taken over by the EAF, with Aemaqii police taking a reserve posture. The Elyran armed forces units present are a diverse mixture of regulars, specialist personnel, and national guardsmen, who appear to be responsible for holding the cordon while regular forces begin to move in.

The camera pans over to show a squad of the Elyran Army in the process of attaching a breaching charge to a secondary entrance. A moment later, several explosions ring out, as the squad of infantrymen alongside a number of other entry teams begin their assault. Gunshots are audible, with staccatos of automatic fire nearly incessant for the first few moments of the assault. Smoke billows from several access points and windows, and flashes from firearms and concussion grenades alike are oftentimes visible.

After several minutes of footage, the intensity of the fighting within the building appears to wind down, but it doesn’t cease. At some point, a fire appears to have been ignited from within the facility, apparently within the primary lobby atrium. Thick clouds of black smoke pour out of the front entrance, and the camera seems to focus on the opaque clouds billowing from the building, framed by the facility’s front edifice.

Unexpectedly, a group of people emerge from the smoke - they are clearly workers at the facility, wearing protective gear and their work uniforms. A few of them appear injured, wrapped in bandages or showing signs of burns. At the front of the group is a man in a fire-retardant jumpsuit, wearing a gas mask and holding a fire axe. As he stumbles forward, he twists around to usher forward the others, pointing in the direction of the cordon with his axe.

Just as he lifts his arm, another staccato of automatic fire rings out, and the man at the front of the group crumples down to the ground limp. The opening salvo seems to invite further fire, as several other weapons firing become audible. The entire exchange lasts only a few seconds, and by the end of it, a half dozen people lie dead, piled almost in a heap directly outside of the front entryway to the chemical plant.

The audio suddenly cuts out, but the footage continues rolling, as the camera frantically pans to the cordon in an attempt to locate the shooters. After several seconds of shaky searching, the footage zooms in on a squad of national guardsmen positioned to hold the main approach to the facility. One of them, a paunchy older man with a light machine gun and an ashen look on his face, appears to be in an animated conversation with a woman in an Elyran Army officer’s uniform, with the machine gunner pointing towards the pile of bodies. Several other national guardsmen are briefly visible, in various states of confusion and surprise, before the video comes to an abrupt end.

The Elyran foreign ministry has denounced the report as fabricated propaganda meant to undermine its security. Internally, it appears the government censor’s office has moved to suppress the story, with attempts to access the report from within Elyran territory leading to connection failures.

Non-Citizen Substance Control Act Passes Parliament

UTHMA, PERSEPOLIS (GST) - Having been proposed weeks ago by MP (EPP) Gökay and finally floored today after several rounds of revision, the Elyran People’s Party’s Non-Citizen Substance Control Act has passed with a vote mostly along party lines. The EPP, Muslim Democratic Conference, and Republican Revolutionary Party have all unanimously backed the proposal, with only the League of United Republicans voting against it, though several members of the LUR broke from party ranks with votes of abstention or support.

The bill, which restricts Non-Citizen Persons from purchasing alcohol, other legal recreational substances, and certain precursors to commonly abused illicit drugs, is meant to decrease the rates of NCP-caused workplace incidents and to suppress crime, which has skyrocketed among Non-Citizens over the past two years. It also includes penalties for those citizens found to be selling banned substances to NCPs, including fines and even jail time.

When pressed for comment about the success of the motion to codify the act into law, Representative Gökay had this to say to ENN reporters:

“This act is a huge victory for all Elyran citizens, who for far too long have had to tolerate absolutely unacceptable behavior from the Non-Citizen populace. Hooliganism, petty crime, rioting, pure laziness – we invite these people into our country, give them work, and this is what they give us in return. Enforcement of the act is set to begin effective immediately, with the government ordering all licensed liquor vendors in the nation to immediately cease sales to NCPs and for the police to begin actively monitoring NCP communities for illicit substance use or manufacture.

UNITY STATION, EARTH (GST) - Deadlock over the Nuzheid Act has been resolved by the Senate following a compromise between it and the opposing Sultan Act, which primarily dealt with Elyran economic and political leaders. Under the Nuzheid Act all imports from Elyra are subject to an incense 45% tariff, the highest imposed by the Alliance since a 100% tariff against Biesel was lifted in 2460, and accounts held in the Alliance by prominent Elyran military, economic, and political leaders are to be frozen until further notice. Sen. Pres. Sumida (SFP-LUNA) led the push to pass the Act following news of attacks by Elyran Navy ships on independent vessels.

Describing the actions of the Elyrans as, “no better than piracy,” Sumida officially declared the measure as passed. PM Strom is expected to sign the Nuzheid Act into law and there is broad support in the Alliance for retaliation against Elyra following its actions against striking workers last year and the subsequent naval incident in January of this year, with 74% of respondents favoring some level of tariffs, roughly the same level as in December 2468.

Some members of the Alliance’s business community have expressed concern about potential phoron price increases in the near future, as a minority of the Alliance’s phoron comes from the Republic of Elyra, and the price of the fuel has only increased since 2462.

UTHMA, PERSEPOLIS (GST) – Following recent events and instability in the border regions, the Ministry of Defense and War has continued the elevated readiness level of all nearby military forces. Additionally, a new draft has been instated for human Non-Citizen Persons – a mandatory draft lottery of ten years in the Elyran Armed Force for one third of all Non-Citizen Persons below 35 years of age and above 20 years of age, with citizenship awarded at the end of the term of service, following a much more streamlined citizenship test. Non-Citizen Persons of the ages of 18 and 19, and those aged 35 to 50 are given orders to not leave during the duration of the elevated readiness.

This measure has proven popular in Persepolis, but protests and riots have broken out on worlds with large non-citizen person populations such as Medina, New Suez and Aemaq. Security forces are working alongside the National Guard to quell ongoing noncitizen rioting in the areas.

UPDATE 0300 GST: At the time of this update, major riots are still present on Medina and Aemaq, with heavy damage reported to major phoron mining depots and guilds. The Ministry of Internal Affairs has deployed Special Threat Section units to both worlds in an effort to bring stability to the worlds, “before our enemies can take advantage of any weakness.”

Domestically, the Citizenship Draft is a popular solution among Elyrans. Most (74%) approve of the measure, citing insecurity in the border and increasing aggression by the Empire of Dominia as their top reasons for support. The Elyran Armed Forces (EAF) has welcomed the projected influx of manpower, with high-ranking sources citing the cuts to the military following the Solarian Civil War as, “a key part of the reason why our great military military has decayed, and why Moroz feels emboldened.” Manpower shortages have been a documented, and ongoing, serious problem for the EAF for a decade, with enlistment reaching a historical low as of 2466 but rising during 2467. The Ministry reports that as such, all Non-Citizen Persons enlisted as part of the draft will participate in specific units sent to reinforce the theatres that are most in need. The MDW has specified NCP units will be led by Elyran officers to ensure effectiveness in the field, and assured the public no citizens will be assigned to these units.

The MDW has predicted this draft will increase the size of the Armed Forces to the largest since the immediate aftermath of the invasion of Bursa, where reservist call-ups temporarily increased the military significantly. The Ministry of Economics, Revenue, and Commerce has advised it is, “immediately able and ready,” to finance an enlarged military.
