Using the orbital bombardment of the arcologies as a diversion attempt, many of the levels close to the surface found themselves heavily damaged, and requiring extensive repairs. Much of the damage has not been repaired, due to the power constraints in the face of the Phoron Scarcity as arcologies face brown-outs in order to keep themselves alive, even just barely.
