			Following the creation of the Citizenship Draft Act (CDA) on 4 March 2468 [4 March 2026] Non-Citizen Persons below 35 and above 20 years of age are '''subject to drafting by the Elyran Armed Forces''', where they serve in NCP-only units led by Elyran officers. The Act further stipulates that Non-Citizen Persons aged 18 to 50 are not to leave the Republic for the course of an ongoing state of readiness due to perceived Dominian aggression in the southern Spur. The CDA is popular among full Elyran citizens, but led to rioting among NCPs.

The logic was this: if the party granted citizenship to IPCs, these IPCs would be sure votes for the League, and therefore the party could artificially inflate their votes. This attempt was partially successful, in that nearly all newly freed IPCs voted for the League of United Republicans, however it backfired horribly by causing those who were already in the party’s voting base to leave. This occurred because many Elyran citizens did not, and to this day still do not, see IPCs as equal to humans in any way, leading to the League’s loss in the election to their long standing political rivals, The Republican Revolutionary Society.
